Yes, I think that's likely. At least one of the "real" ones, the cannibal, was described by the letters the dead sent. So I wouldn't be surprised if all are dead.
I can't tell from the letters how many of them there are. If they're locked away somewhere or just...gone. I wrote Hope to see if he could help but I don't have a lot of optimism.
But as for the staff, I - just because they aren't quite who they seem to be doesn't mean they're untrustworthy. Gemini seems quite...nice. Especially when they stop pretending.
